I went onto Google to find out how to check the bit rate. Then I went into my computer and under processor it reads x86, so I'm thinking that's not the problem. Thanks anyway. Any other ideas?
x86 is unrelated to 32 bit or 64 bit. Refer to info and screenshots provided by Ken.
Since you're probably running 32 bit, you will not see Premiere Pro, After Effects, Encore or SpeedGrade as available for download since they're all 64 bit only.
There are up to 17 apps in the Cloud for download on supported hardware and operating systems. You're seeing 13 because the 4 mentioned above will not run on your 32 bit system.
