There is no limit on the number of reassigments. It is unlimited.
I received this answer from a senior engineer on the team who handles this: "Once upon a time it was correct. It was removed shortly after CS4 shipped. There is no limit at all for the last couple of years. I should add that this is true for prior builds as the limit was enforced on the server. So all product versions that activate, all the way back to CS2, have no limit on deactivation count."
