Edit by OP: the problem is now gone, the update installed OK a couple of days ago. In the meantime the Adobe App Manager was updated so maybe this fixed the issue.

You cannot import a psd from Dropbox into Photoshop Touch. Upload the psd to Creative Cloud at https://creative.adobe.com and you will be able to import it.
